Business Analyst

About the role
The Business Analyst plays a central role in ensuring that business needs are clearly understood and effectively translated into technology solutions across projects. Sitting between business stakeholders and technology teams, the role is accountable for shaping well-defined requirements, supporting delivery teams, and ensuring solutions align with agreed business objectives and project plans.
Within public sector environments in particular, the Business Analyst must be confident working within complex governance structures, regulatory constraints, and multi-stakeholder landscapes. This includes understanding policy context, compliance requirements, procurement frameworks, and the importance of accessibility, security, and value for money. The role often requires engagement with senior civil servants, operational teams, and third-party suppliers, ensuring that solutions meet user needs while aligning to wider organisational and societal outcomes.
Through strong analysis, communication, and collaboration, the Business Analyst helps teams navigate complex programmes of work and deliver outcomes that meet quality, scope, and timing expectations, while maintaining transparency, accountability, and public trust.
Key responsibilities
• Lead the discovery and definition of functional and non-functional requirements by working closely with business stakeholders and technology teams to clarify needs, constraints, and desired outcomes.
• Shape and maintain clear, structured documentation such as business requirements, functional specifications, user stories, and use cases to support shared understanding and effective delivery.
• Support delivery by defining project scope, timelines, and milestones, contributing to realistic planning and alignment across teams.
• Drive quality by ensuring proposed and delivered solutions meet defined requirements and business objectives, applying analytical judgement and attention to detail.
• Identify risks, dependencies, and issues, developing mitigation strategies and contingency plans to support successful delivery.
• Improve and optimise business processes by analysing current ways of working and supporting teams to design more effective solutions.
• Support agile ways of working by contributing to agile frameworks, running ceremonies, and supporting sprint-based delivery where appropriate.
Who you are and how you’ll make an impact
You bring experience working in varied and fast-moving delivery environments, where priorities can shift and no two days look the same. Your background includes working across Agile and Waterfall approaches to deliver products or digital services, and you are comfortable adapting your approach to suit the context.
You are able to engage confidently with both business stakeholders and technology teams, translating business needs into clear, structured requirements that delivery teams can act on. Your analytical mindset and strong attention to detail enable you to break down complex problems, while your organisation and prioritisation skills help you manage multiple workstreams effectively.
You operate as a self-starter, taking initiative to move work forward, clarify ambiguity, and maintain momentum. Clear communication and strong interpersonal skills allow you to facilitate discussions, manage expectations, and support collaboration across teams.
A day in the life
A typical day may involve facilitating discussions with business stakeholders to explore requirements or clarify priorities, then working with technology teams to translate those needs into user stories or functional specifications. You might review documentation, refine scope or timelines with delivery leads, or support agile ceremonies such as sprint planning or reviews.
Alongside this, you may be analysing processes, identifying risks or dependencies, and working through mitigation options with the team. Throughout the day, you balance detail-oriented analysis with stakeholder communication, ensuring everyone has a shared understanding of what is being delivered and why.
